Saying that drugs kill more people than the combined forces of terrorism and SARS, President Gloria Macapagal-Arroyo has called on all Filipinos, especially the youth, to launch a new People Power against the drug menace in the country.

In line with this, PPC is overprinting two (2) of the Presidential Seal Definitive stamps with the slogan "No to Drugs" to publicize this government priority program against the spread of illegal drugs.

In response to a war challenge earlier called by a Filipino revolutionary general, Juan Cailles, Colonel Cheatham of the U.S. forces based in Sta. Cruz, Laguna ordered a company each of the 37th and 15th Infantry Regiments to attack the revolutioanry camp at Mabitac, Laguna. Commanded by Captain David Mitchell of the 15th Infantry, the group was ordered to attack from two sides: east of the river and west over the water.

On February 4,1999 the whole nation commemorate the centennial of the Outbreak of the Philippine-America which signals  the start of any other major battle beet win the Filipino revolutionists and the American forces.One of those major battle fought by the Filipino Freedom fighters under the leadership of General Emillion Aguinaldo included the battle of Paye which took place in a sitio of Barangay,Balimbing,Boac Marinduque.

In the early morning of September 13, 1900, Captain Devereaux Shields led 51 soldiers of Company F,Twenty-ninth U.S. Infantry in reconnoitering the mountains near Torrijos town, Marinduque. After three hours of hiking, the company's vanguard stumbles upon a revolutionary camp and fires at it. Too late, they realize that they are almost completely encircled by guerillas hiding 300 yards to the north.
